NSCC's Silver Anniversary Celebration
Born from the visionary minds of Archbishop Orlando Cardinal B. Quevedo, OMI, DD, and Msgr. Ambrose L. Cabildo of the Archdiocese of Nueva Segovia, the Nueva Segovia Consortium of Cooperatives (NSCC) was organized as a secondary-level cooperative under the Caritas Nueva Segovia Program. In 1992, at just 24 years old, Dr. Divina C. Quemi was appointed CEO —a bold move that marked the start of an extraordinary journey.
Officially registered on September 17, 1992 (Reg. No. DAG-2218), NSCC initially catered to Church-based cooperatives. With an inclusive shift in its bylaws, NSCC opened its doors to all CDA-registered cooperatives and individual associate members—fueling rapid growth and impact.
From a modest starting capital, NSCC has grown into a powerful organization, expanding its reach and impact across Luzon. Today, NSCC offers a variety of programs and services, including Agricultural & Marketing, Capacity Building & Training, Tourism (Hotels), and Social Services, while continuing to connect communities, empower cooperatives, and drive sustainable change.

Programs and Services - NSCC F-A-C-T-S
Over the years, NSCC's commitment to progress has seen a remarkable evolution in its programs and services. Transitioning from its initial focus on sole credit services, NSCC has diversified its offerings into a comprehensive suite of programs known as NSCC FACTS – Financial Services, Agriculture and Marketing, Capacity Building and Training, Tourism Program, and Social Services.
Financial Services
At the heart of NSCC's mission is the steadfast commitment to empowering its members through financial assistance. NSCC plays a crucial role in facilitating the growth of members' businesses by providing loans for various purposes, including support for agriculture ventures, aiding transport cooperatives in complying with the PUV Modernization Law, and catering to other financial needs. The organization also welcomes savings, time deposits, and share capital investments, fostering a culture of financial inclusivity and collective prosperity.
- Wholesale Lending Program for Primary Cooperatives: The wholesale lending program was the pioneer service offered by NSCC to its members. This aims to provide members with financial loan assistance to finance their different projects. The loan assistance is given with minimal charges.
- Transport Coops Loan Program: The Nueva Segovia Consortium of Cooperatives was the first Federation that catered financial needs of the Transport Cooperatives for their compliance to the PUV Modernization Law.
- Savings Mobilization: The Cooperative promotes frugality among its members through accepting savings and time deposits at a competitive rate of interest.
NSCC's Financial Performance – NSCC achieved its billion assets status on May 31, 2014, making it the first Cooperative Federation to hit a billion in Region 1. As of December 31, 2023, NSCC has reached a total assets of Php4.38 Billion.
Agro-Enterprise and Marketing
Within the Agriculture and Marketing Program, NSCC emerges as a vital catalyst for the rural economy, offering cooperatives and farmers an array of essential services. This includes the provision of affordable and accessible farm inputs, consolidation, and marketing of farm produce, as well as facilitating low-cost rental of farm facilities such as drying pavements and farm machinery and equipment.
NSCC's Agriculture Program has not just flourished but evolved into a dynamic force for sustainable development, thanks to the strategic projects entrusted by the Department of Agriculture, Department of Agrarian Reform and with trust and support of the financial institutions like Land Bank of the Philippines, Development Bank of the Philippines, Coop Affiliations and other partner financial institutions.
Palay Buying and Rice Marketing and Trading
It started in 2014 when NSCC buys the palay products of primary cooperatives. The palay bought are milled and sold to its members in different branches. The aim of this is to help the cooperatives market the produced palay of their members. The scheme is either sold in cash or the cooperative can borrow a capital to buy the palay products of its members.
- Palay Buying Program: NSCC's financial support for palay procurement directly impacts local farmers, ensuring fair compensation and reinforcing the organization's dedication to agricultural well-being. Under the program is the financial assistance from the BuyANIhan Program of the Agricultural Credit Policy Council and funded by the Development Bank of the Philippines.
- Rice Processing Center: Beyond palay buying, NSCC's Rice Processing Center stands as a comprehensive hub for both procurement and marketing, streamlining the agricultural supply chain and enhancing market accessibility for rice producers. This is in partnership with the Department of Agriculture.

On December 12–13, 2025, the Nueva Segovia Consortium of Cooperatives (NSCC) Network gathered at the NSCC Plaza Hotel & Convention Center in Caoayan, Ilocos Sur for the 2025 Action Plan. The two-day planning session focused on aligning financial strategies, optimizing resources, and reinforcing NSCC’s steadfast commitment to community-driven development.
Guided by NSCC Consultant Mr. Gines Codilla, the discussion highlighted the importance of setting realistic yet ambitious financial goals for 2026—ensuring every plan remains anchored on sustainable growth and greater benefits for our members.

The 𝗡𝘂𝗲𝘃𝗮 𝗦𝗲𝗴𝗼𝘃𝗶𝗮 𝗖𝗼𝗻𝘀𝗼𝗿𝘁𝗶𝘂𝗺 𝗼𝗳 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝘃𝗲𝘀 (𝗡𝗦𝗖𝗖) 𝗡𝗲𝘁𝘄𝗼𝗿𝗸 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗢𝗳𝗳𝗶𝗰𝗲𝗿𝘀 successfully convened for the setting of their 𝗔𝗰𝘁𝗶𝗼𝗻 𝗣𝗹𝗮𝗻 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗬𝗲𝗮𝗿 𝟮𝟬𝟮𝟲 on December 14, 2025, at the NSCC Plaza Hotel & Convention Center in Caoayan, Ilocos Sur.
With a clear roadmap in place, the NSCC Network Committee Officers look forward to another year of strengthened partnerships, responsive programs, and sustained service to the communities they serve.

The Nueva Segovia Consortium of Cooperatives successfully conducted the 𝐒𝐞𝐦𝐢𝐧𝐚𝐫 𝐨𝐧 𝐅𝐮𝐧𝐝𝐚𝐦𝐞𝐧𝐭𝐚𝐥𝐬 𝐨𝐟 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞𝐬 on January 23–24, 2025 at the NSCC Plaza Hotel & Convention Center, Caoayan, Ilocos Sur.
The speakers were 𝐌𝐬. 𝐅𝐚𝐭𝐢𝐦𝐚 𝐇𝐞𝐧𝐞𝐝𝐢𝐧𝐚 𝐁𝐮𝐦𝐚𝐧𝐠𝐥𝐚𝐠 𝐚𝐧𝐝 𝐌𝐬. 𝐌𝐢𝐜𝐡𝐞𝐥𝐥𝐞 𝐏𝐚𝐠𝐮𝐝, accredited trainers of the 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 (𝐂𝐃𝐀), who shared valuable discussions on the fundamentals of cooperatives.
To all the primary cooperatives who participated, thank you for your continued support and for always patronizing the programs and services of NSCC. Together, we continue to strengthen the cooperative movement.

Tourism Services
In Region 1, NSCC was the first to establish a Cooperative Hotel located in Caoayan, Ilocos Sur. The hotel serves multiple purposes: training center for guest convenience, boost tourism industry within cooperative networks, generate profit for members, generate employment, and add prestige to the cooperative.

The hotel is a favorite training and event venue, promoted via the NSCC and Agoda websites.
- NSCC Hotel Vigan: Opened in 2015 at Governor Reyes St., Vigan City, complementing NSCC Plaza for tourism promotion.
- NSCC Bath and Coffee Shop: Serves Vigan tourists with coffee, bath services, and a function hall for meetings and conferences.
- NSCC Casa de Vigan Hotel: Newest hotel and NSCC MPC Vigan branch office, serving as a tourism and cooperative hub.
- Stella Maris Hotel: Located in Pug-os, Cabugao, Ilocos Sur, further expanding NSCC tourism services in the province.
- NSCC Plaza Hotel and Convention Center: Built in 2011, located at Don Alejandro Quirolgico in Caoayan, Vigan, Ilocos Sur, Philippines.

NSCC Network Thanksgiving Mass 2026

The 𝐍𝐮𝐞𝐯𝐚 𝐒𝐞𝐠𝐨𝐯𝐢𝐚 𝐂𝐨𝐧𝐬𝐨𝐫𝐭𝐢𝐮𝐦 𝐨𝐟 𝐂𝐨𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐯𝐞𝐬 (𝐍𝐒𝐂𝐂) 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 officially opened its operations for 2026 with hearts full of gratitude through a Thanksgiving Mass held on January 5, 2026, at the NSCC Stella Maris Chapel, Pug-Os, Cabugao, Ilocos Sur.
The meaningful celebration was officiated by 𝐌𝐬𝐠𝐫. 𝐂𝐨𝐬𝐦𝐞𝐧𝐢𝐨 𝐑𝐨𝐬𝐢𝐦𝐨, 𝐉𝐫., together with 𝐑𝐞𝐯. 𝐅𝐫. 𝐈𝐚𝐧 𝐏𝐚𝐮𝐥 𝐅𝐢𝐥𝐚𝐫𝐭 and 𝐑𝐞𝐯. 𝐅𝐫. 𝐅𝐥𝐨𝐫𝐞𝐧𝐭𝐢𝐧𝐨 𝐄𝐬𝐜𝐚𝐥𝐨𝐧𝐚, as NSCC officers and employees gathered to thank the Lord for the blessings of the past year and to seek guidance, strength, and grace for the year ahead.
Following the Mass, a 𝐒𝐭𝐚𝐟𝐟 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 𝐟𝐨𝐫 𝟐𝟎𝟐𝟔 was conducted, providing a valuable opportunity to align goals, renew commitment, and set the 𝐦𝐨𝐭𝐢𝐯𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐞𝐦𝐩𝐥𝐨𝐲𝐞𝐞𝐬 as NSCC moves forward with unity, dedication, and renewed purpose.
As NSCC begins another year of service, this gathering serves as a reminder that with faith, teamwork, and shared vision, the Network continues to connect to the community and move forward with hope, gratitude, and praise.

The Nueva Segovia Consortium of Cooperatives (NSCC) Network celebrated its Christmas Party on December 23, 2025, at the NSCC Plaza Hotel & Convention Center, Caoayan, Ilocos Sur.
This year, we chose to celebrate Christmas in its simplest and most meaningful form—grounded in faith, gratitude, and service. Beyond the festivities, NSCC extended care to its employees through a medical mission, reaffirming our commitment to their health and well-being as we prepare for a stronger and healthier 2026.

United in Light and Cooperation

In the true spirit of unity and creativity, the cooperatives of Vigan City, headed by the Nueva Segovia Consortium of Cooperative (NSCC), came together to take part in the Light a Tree Competion of the City Government of Vigan during Artes Ita Paskua 2025, held at Plaza Burgos, Vigan City, Ilocos Sur.
This meaningful participation was made possible through the collaboration of Fatima (Vigan) Multi-Purpose Cooperative, Suyo Multi-Purpose Cooperatives, BCS Multi-Purpose Cooperative, and the Vigan City Cooperative Development Council, showcasing the power of partnership and shared creativity among cooperatives.
More than a festive display, the Light a Tree entry that won First Place stood as a powerful symbol of what can be achieved when cooperatives work hand in hand. It reflected the idea that cooperation among cooperatives builds strength, harmony, and shared success—proving that unity truly lights the way forward.
As our lights brightened the plaza, so did our commitment to serve, inspire, and uplift the community. May this shared glow continue to shine as a reminder of collaboration, hope, and collective progress.

NSCC Holds Joint Officers Meeting and Christmas Party 2025

The Nueva Segovia Consortium of Cooperatives (NSCC) successfully held its Joint Officers Meeting and Christmas Party on December 15, 2025, at the NSCC Plaza Hotel & Convention Center in Caoayan, Ilocos Sur. The event brought together NSCC Network Officers and primary cooperative members in a meaningful gathering that highlighted unity, gratitude, and shared commitment to cooperative service.
The celebration began with a Thanksgiving Mass, solemnly officiated by Rev. Fr. Robert Somera and Rev. Fr. Clarence Carta, providing an opportunity for reflection and thanksgiving for the year’s blessings, achievements, and continued guidance.
Following the meeting, the Christmas Party fostered fellowship and camaraderie among officers and members, strengthening relationships within the cooperative network. The presence and active participation of the NSCC Network Officers reflected their continued dedication to providing guidance and leadership for the advancement of the cooperative sector.
NSCC also extends its sincere appreciation to all primary cooperative members for generously sharing their time and joining the celebration, making the Christmas Party 2025 a joyful and memorable occasion.
As NSCC moves forward, the spirit of cooperation, service, and community remains at the heart of its mission. Together, the consortium continues to strengthen partnerships and work toward sustainable growth for the communities it serves.
